Galveston Cruise Terminals

Fourth Busiest Cruise Port in the US.

Galveston has four cruise terminals (listed west to east):

Terminal 28 (previously Terminal 2)
Pier 28 @ Harborside Drive

Typically for Disney, Princess and sometimes Carnival.  Check your cruise documents.

Terminal 25 (previously Terminal 1)
Pier 25 @ Harborside Drive

Terminal 16 (Coming November 2025)

Changes to Cruise Traffic Routes – October 15 thru December 5, 2025

The following traffic routes will be in effect for cruise terminals 25 and 28 between October 15 and December 5 due to road construction in the area. Cruise passengers may also receive details from their cruise lines before their sailing date.

CRUISE TERMINAL 25 – Carnival

All cruise traffic will enter and exit on 23rd Street. Delivery trucks will continue to enter at 33rd Street for supply deliveries.

CRUISE TERMINAL 28 – Carnival, Princess and Disney

All cruise traffic will enter and exit on 33rd Street. Delivery trucks will continue to enter at 40th Street for supply deliveries.

The Port of Galveston recently shared an update to its Strategic Master Plan dated July 22, 2025 which showed plans to increase cruise capacity at the port.

The plan expresses the opportunity as, “Strong cruise market opportunities & growth anticipated in Galveston to serve to growing global and western Caribbean cruise markets.”

  • 5th cruise berth (2028)
  • 6th cruise berth (mid term, 2030s)
  • 7th cruise berth (long term, 2040s ++)

The plan shows the USS Texas Battleship berthed between Terminal 10 (Royal Caribbean) and the new Terminal 16 (MSC & Norwegian).  The plan includes more parking, a hotel, and green space.
